This is another seabird case for which I find myself a bit ill-prepared to judge. I have, thankfully, had a bit of a crash course in Procellaria identification on my recent tour to New Zealand, and have seen all three of the dark species that are candidates to appear in Peru, but I do not feel confident I can identify Westland from Parkinson’s. I notice here that Niall did not even mention Parkinson’s in his record form, and I wonder if we can eliminate that species from consideration. I will pass this record and photos to Alvaro Jaramillo and Steve Howell to see if they can give us any insight into separation of those two species.

Great pictures. The comments on the description are too poor. He seems to base his id on the dark culmen and the tip of the bill. That seems insufficient if that is almost, if not, exactly the same as in Parkinsons. Either he is an expert that used other clues or he has no clue. Only someone with perfect pitch on size could tell them apart by size. On the other hand the bill, seems heavy compared to Parkinson pictures available on the web.
My opinion is I don’t know, my vote is NO until other ID marks are given and discussed. I think the submitter should be asked to make a better entry. The default species is Parkinson. Of course Petrel expert opinion might change my vote-

I am not qualified to judge and this must be sent to consultants who are experts so until I see feedback from experts in Procellaria I abstain

Hmm - given the comments from our seabird consultants we cannot accept this and agree with Dan we admit that acknowledge that the bird was either Parkinson’s or Westland Petrel N0 is my vote

“I have yet to see a Parkinson’s although I am looking hard in Chile. I think they may be regular up in the north, but maybe farther out in distance, and also overlooked.…To me this is a Westland Petrel. The reason is that it is big bulky, has a huge head, thick bill and short wings. I would expect a Parkinson’s to be a tad more “Flesh foot like” in structure. Thinner bill, smaller head, longer wings (primary projection). To me Westland has a thicker bill than White-chinned, and this bird has a big brute of a bill. So that bulldog (Skua like) look this bird has is what I see on Westlands, and a more gracile look is what I look for in the Parkinson’s that I will one day see.”

“Not easy from only a couple of images. My gut says Parkinson's, head shape and face look 'cute' vs. bullish Westland, and wing projection > tail looks long. Can't see about wing molt, but outer 1-2 pp look worn and perhaps p molt is completing, which would be better timing for Parkinson's. Would I accept it as first Chilean Parkinson's? (well, there is a record now, but hypothetically, I wouldn't without some corroboration of size). So, not 100% on the ID but I'd lean towards Parkinson's, albeit with an unusually bold black bill tip, which does suggest Westland better. Hope this is some help.”

So the experts have spoken: one for Parkinson’s Petrel, the other for Westland! This leaves me in about the same position as before, but now with the knowledge that the photos included with the report are inconclusive! With that, I will now vote NO, but acknowledge that the bird was either Parkinson’s or Westland Petrel.
